Methinks Skittles has a point - the original wording confused me, too...
To say that something is "started no later than [time]" means that it is "started before [time]". So a project that is started no later than July 17th means that it was started before July 17th...
I think it should say "started no earlier than [time]" - which would mean that it is "started after [time]"...
Or at least, that would make more sense to me

I won't use an old project. don't worry. I don't think it should say no earlier than, since I think you got confused, I think it should plainly say that it must be started after this time.

I was wondering if you could give dingdong and I permission to be like a music provider for the olympics, we've got this thing called BOOM Music where we both take music requests, this way project creators could focus on programming and art and leave the music aspect to us. does that sound cool?
