The most recent projects aren't updated every second now, I think it's every few minutes, and unfortunately it means some projects are skipped..
As for the search, newly uploaded projects aren't listed in it, but after a few days, your projects should be searchable like Square-rootinator

Yep - 06dknibbs got it right. The "Newest Projects" section on the front page is only updated ever 5 minutes or so, so it's really a guessing game as to whether or not your project will get on there. It really depends on what time of day you upload it (some times are busier than others).
