Free Flash Programs?
I can't afford flash, but are there any other free programs you can program Flash in?

if you are using flash for web design, I would recommend learning the languages HTML 5 and JavaScript. Those combined can produce games and videos that rival flash.

That is pretty much the only usable free alternatives you will find for flash.
