A Scratch project needs to be less than 10 megabytes (MB). Assuming you're on Windows, your protects should be filed under C:\Documents and Settings\User\My Documents\Scratch Projects. (Or just My Documents\Scratch Projects) Find your project; it will look like the image below (with your project's name instead of mine). The text on the bottom is the size. If it is listed in kilobytes (KB), just remember that 1,000 KB = 1 MB.
If your project is too big, the most likely culprit is audio. This takes up a lot of space. Try deleting some of the less important sounds, or shortening them.

Or, if you have iTunes, you can make them lower quality. Lower quality = 128kbps.

Or, if you want to make sure your project is less than 10MB before uploading, you can shift-click (or maybe it's just click) the "Edit" menu and select "compress sounds" or "compress images" and then check the file size.

It's just a regular click. Funnily enough, I had never even noticed that before. I guess you do learn something new every day.
