For that picture, you had to zoom in to get a smaller pixel size. I don't think that people should be forced to zoom in to get smaller pixels, they should be given smaller pixels regardless of zooming.
Just because you have made something decent looking doesn't mean the art editor is good. MS Paint has more features and is considered a bad art tool.

Making the pixels smaller would be great, because then the sprites don't get so jagged when you grow or shrink them in the Paint Editor.

I'll repeat what I said before - it's impossible to make pixels smaller through software. Technological advancements are naturally leading us towards smaller pixels, but through hardware, not software. Scratch can't fix this.

Ok, you can't make the pixels on the screen smaller but the art tool's brush is so large and blocky (MS Paint uses a round pen by default) it makes it so that you can see every dot in the image. Making an image in other other program and importing it yields much better looking pictures.
The art tools should be able to make pictures that look smooth. There is obviously an issue when you see how the pictures made with scratch look when compared to pictures made with almost any other tool.
