Miscellaneous is by far the most popular forum. For this reason, many people post topics there that could fit somewhere else to get more views.
So, my questions:
Is is wrong to post topics in Miscellaneous that you know could go somewhere else?
Should topics that could go elsewhere be reported so they can be moved?

It can be - if a person has a lot of forum experience, and seem to have posted there just to get views. However, a person with few posts (people who joined before the New Scratcher tag, but don't have much experience) might not know where to post some topics. It's really a matter of judgement.

Most certainly. If you think that a topic should be moved/closed/opened/watched by a moderator (the last one is particularly handy if the topic might cause argments or something) or if you generally think it requires a mod/admin's attention, reporting is the best way to go. We look over the reports regularly, and respond to them if we think they need looking into by a mod/admin.

Sometimes, yes people will put things in msc. to get more views... I just kinda ignore it. That works great.
