Generation V Pokémon!

I translated the Chiirami Pokédex entry... I got THIS:
《主語なし》おた is with a/the tail and be from that stroking it I greet.  《主語なし》It able to be て of a tail and be indispensable and be cleaning always.

Could someone help me actually understand what it says in English so it makes sense?

That is the literal translation of the Pokedex. You need someone who's fluent with Japanese and English to translate that.
