Okay, if you're older like me, you probably curse and produce more inappropriate behavior than the younger ones. Scratch, being a kid friendly website, wants to make sure content is suitable for all ages. Thus, producing an unhappy Joeisawesome.
This being said, and taking the troll attacks into account, we can make sure that everyone is happy with their own set of "rules" of what content should be shown for their account. How do we do this?
Using filters.
We can have certain filters for those that are younger and those that are older. For example, a mature content filter. If a user thinks that the project/post/topic/whatever may have something unsuitable for children under 13, that project/post/topic/whatever is unviewable for those kids. Children 12 and under cannot change this filter. However, The older users can change this filter to their free will.
That's all I can post for now, I may add more later.

I don't know.. I'm 17 but I'd much rather not see a gif of a Peter spinning, like in the troll attacks. Scratch is a kid friendly website, and it's going to stay like that. This idea may not even be taken into consideration. If you want a more mature and lax community, you could always make one yourself. I don't see why it has to be scratch that you want to change. Scratch is a tool for helping young children become programmers. Although it is being used as a social networking site most of the time, there are still many aspiring young programmers here. Besides that, I don't think this forum has the capabilities to do such a thing like this. But if this doesn't get overlooked and it is somehow possible to do this, a password protected parent block could be used, where Parents set up the children's limits beforehand. If we go the way of neopets to be child safe, we could even put automated comments where one under 7 or something wouldn't be able to see other comments written normally but they would be able to see other automated comments like their own. By an automated comment I of course mean a list of pre-defined comments that they can choose from to help them describe a project. This wouldn't work on the forum at all though, only on the main website. For the forum, if we could have Foes though it might work. It's where they block out comments made by people unless you wish to view it. We could somehow set it to block out those who have their Content Filters on low.
But anyways, don't forget that Scratch isn't really supposed to be some fun gaming site, but a Programming site.

J-J, you do have a point there. We could use Parental Controls for those under the age limit, and the parents have a PIN for the Filter Access. Since the trolls will find a way in, the Scratch Team is gonna have to work on that leg of the path.

Doesn't that seem like a little bit of overcomplication for something that already works just fine as is? Frankly, I'm happy with the way Scratch is - it's one of the few entirely kid-friendly forums on the web, and I'd like it to stay that way. I just don't know... While I am perfectly mature enough to put up with such content, I avoid it when I can.
Remember, the forums are for discussions on Scratch - not discussions on the next American Idol. So you shouldn't ever need to use mature words or post mature content.

Which is more important - letting everyone have the same access to the forums and be free, or restricting parts of the forums just so you can swear and be inappropriate? Why should you restrict parts of the website just for that purpose? It's ridiculous.
Swearing and referencing to inappropriate subjects is absolutely unnecessary and there is no need to allow them.

It would also split the community up - a large part of the closeness of this community would be broken, which the Scratch Team would obviously be reluctant to do. Eventually, there would end up being "Kids Scratch" and "Mature Scratch" - something of an alternative version of "Advanced" and "Beginner" Scratch, which fullmoon commented would also divide up the community.

Yeah... I don't really get the point of those things
If users were swearing 24/7 and posting inappropriate things, then (IMO) the forums wouldnt be the slightest bit fun.
Plus, Anyone could easily lie about their age, and by viewing the forums they could learn a bucketful of words they shouldnt know until they're older.

Also @coolstuff: The forums and the main site are completely divided. Not even just techically. I don't really see any of this closeness you tried to describe. Hypothetically speaking, what harm could breaking off into a third branch actually do?

The community is close in terms of its cliques, but it's ultimately divided.
