I use Paint.NET. You can use it, I have for over a year. Others also use GIMP, which I have no experience with.

You can do a lot using 2 different colors and the various fill tool patterns in Scratch!

Here's what I would recommend to make your graphics as good as possible.
First, find your niche. Basically, find out what kind of graphics style suits you best. For me, it's a simple, clean style, like in my paint project. (The picture in my signature) It doesn't have to be hard to draw to look good.
Second, make your graphics suit the theme of the game, and each other. Everything should seen unified, with nothing out of place. If you need a certain sprite, and you can't draw it, you can consider using sprite sheets. (Try to avoid these if you can though, as sprites pulled from a sprite sheet usually look out of place.)
Finally, make sure you clean up your art after you draw it. Make sure everything that needs to be filled is filled, don't leave any jagged lines, don't let things overlap that shouldn't, and so on. When you take the time to be careful with your drawing and make it nice and clean, it really shows.
