It's a block that stretches the sprite. It was removed, but you can still get it by downloading old projects that have it or peeking into the innards of Scratch.

Here's a project that uses the stretch block, you can get it from there - no, that's not one of those old projects! RHY3756547 got the block from an older project.  wink
