They should have a way to save cookies. Like, not just so that if they press green flag it has saved info, but so if they close their window/tab and come back to it, it actually has a cookie saved. Or is that not possible for this little java bit on a webpage?

Yes, certainly. However, there's always the risk of making uber-large cookies which take over peoples' computers, though I guess that risk is run on pretty much any website with cookies
