I see a popular icon (that little photo, animation, etc. right above their location) that I want to use, but I don't know where to get it from. Is it possible to get it directly off another member's?

Yes you can do that right click on there icon and save it to wherever you please then you upload it, you caneven make your own at makeavatars.com

I tried that, And when I go to one of my projects, it looks like my previous icon. What should I do?

well give it some time to change on everything, it happens to me too but changes in a day or too if not try a different icon. Here is a good website: Iconator.com
