I think the user just had Mesh enabled, and he was looking at Scratch Mods like Panther.. uhhh... I don't know any more (sorry). Anyways, he was looking at other Scratch programs made by a variety of users, then when he went back to Scratch, the version used by this site, he found Mesh turned off. To reactivate mesh, you should (let's see if I can remember...) Shift click the hole in the R in the Scratch logo up in the top left corner with the program open, and uncheck 'fill screen'. Now you do some other stuff.. yes, you should probably follow the guide that someone has generously provided.
