It would be good if you could use a musical script, instead of a keyboard. A five line bar is what i am meaning... That way anyone who is musically talanted could write their music strait onto scratch!!!!

Hmm what about who dont have a musical talent ??? hmm we guyz on scratch generally make MIDI music via trail and error . i mean by listening the tings and tongs over there ..
Btw support for MIDI format is much awaited (:

Well, yes, it's a good idea, but it would probably be rather difficult to implement - there's entire programs that only manage to do that - and not even without any bugs. It'd just take up a lot of time and resources. Besides, it would also detract from the "block" format of today's Scratch.
If you want to more easily make music, use a different program
