my point is that if you click on the get a new sprite from the file, and select a gif, it would split all the motions into costumes.

Yep, you can do that already
Instead of importing the GIF as a sprite, import them as costumes to an already existing sprite - just make it, say, a dot, and then import the GIFs into the sprite as costumes. Then, just delete the first costume and you're good to go

To add to coolstuff's post, there's a specific way you need to import the GIF to make each frame import. You first have to make a sprite, it doesn't matter what it looks like. Then open the costumes tab and drag the GIF onto the scratch window (you might have to resize the window so that you can see the file on the desktop or wherever it's saved).
