I believe it is a suggestion to not allow RickRoll's, and a petition for all those who agree.
I don't agree though. They are harmless and fun.
Also, the music is quite catchy

How about instead a petition against false-advertising. Like when you see a screenshot of some real-life FPS on a projects thumbnail but it turns out to be a game of pong.
Wanted the Netherlands to win or want to re-experience Spain's victory? Do it withthis!
Projects not being loved, here's an idea!

Never believe the thumbnail. click on my name, and look at I quit 
That FPS thing did happen a while ago, but it turned out to be a useless project title screen thingy.
