Unfortunately, there has been a history of inappropriate link attacks in that forum, mostly by people who created accounts just for trolling 
As a lot of New Members are more focused on learning the Scratch basics, the Scratch Team decided that very few would be ready to begin collaborating with others. We know that it's just the minority who cause these problems, and we're sorry to people who genuinely want to use that forum to be helpful...

About the collaboration forum: Some of the topics there are for making groups, but also about requesting some things that New Scratchers could possibly provide. So stopping us from posting in there might limit our ability to help people out.

I don't think so... 06dknibbs got some help from the moderators on making a guide on New Scratcher restrictions, and there wasn't a mention of that in there.
