At the moment, I think the current restrictions for new members are way too restrictive for normal members. I'm not a new member or a moderator, but now that the troll attacks are over, it's probably time to dial back on the security a bit. Here are some suggestions to make it more fair, but still make it difficult for spammers:
1: Shorten the 600-second (1000 on the TBG) rule. While it doesn't seem like much at first glance, remember, 600 seconds is 10 minutes! That's a lot, maybe even enough to turn someone off the forums altogether. 3-5 minutes, or 180-300 seconds, seems more fair.
2: Allow links by typing the URL again. Some might disagree because it lets spammers post links, but remember that they can do that anyway. Even if the BBCode for links isn't turned on, it would at least allow people to link to their projects/galleries/etc.
That's all I can think of ATM... please give feedback, as well as new ideas, especially from moderators and new members.

But how much posting does a new member really need to do? If they have a question, a single post should do it. I think an enforced long post frequency encourages people to give thoughtful responses and discourages chatting and spamming. I believe that there is currently too much posting of dubious informational value by users of all levels and a long post frequency is a good thing.

I believe we do allow links to locations within Scratch.
