O.o, I'm not quite exactly sure how such Scratch drama directly relates to the Scratch Police issue or the issue of reporting things publicly on the forums or in galleries.
The issue here is that using a public means (such as projects, galleries, forums) as a way to call out against someone for breaking the Terms of Use is, in itself, well, breaking the Terms of Use because it can be considered as cyber-bullying and an attack on another Scratcher. The idea is to flag or report the issue silently, and to let one of the website administrators take care of it.
