This has been suggested too many times in the past - this thread is one of the most popular examples.
Frankly, I just don't think it'll happen. It would take too many resources to create the program, which the Scratch Team doesn't entirely have, and very few people would actually use it.

If Scratch 2.0 is built on Flash, it might work in the Wii browser- as long as it doesn't run out of memory or run too slow, and is built to work on an older flash player.
However, I just tested http://designblocks.net (a test by the scratch team, that's like a simple version of scratch built in flash) on the Wii, and it did not work.)
Another option is if it's built with javascript, it might work on the Wii, (but would not be as capable as flash, squeak, or java until web browsers catch up.) but last I heard, they are planning on using Flash for scratch 2.0.
