It is said to be really funny, and when told to the victim, co-conspirators laugh as if it was actually funny.
This results in the victim thinking things like, "I don't get it" and such.
It's made to be funny to the person who tells it. Sort of like that one comedian that annoyed his audiences, I forgot his name though.
