Okay have seen many projects with this obsolete! block, and have recently seen the block say nothing. Would someone like to explain what they do and where you get them from?

The obsolete block can appear when your version of Scratch does not support a block in a later version. The obsolete can also appear when people build their own blocks and try to share them.

Or download an older version of Scratch.
They're essentially blocks that were available in older versions of Scratch, but have now been taken out of the program.

Well, yeah, but some of them are ones that someone messed with the source code to get.

A source code is basically the textual basis for any software. By altering that, you can get your program to accomplish different tasks.
I'm not so certain on the specifics but I believe Scratch is based off of Squeak. So basically people use outside resources such as BYOB to create their own blocks. However, if you try to import those new blocks into new projects, Scratch does not recognize them and labels them as "obsolete."
