It probably means that it is not connecting to the internet properly when you try to upload. Try unplugging (or turning off) your internet connection, and then re-plug in (or turn on). Try uploading the project now. Did it work?

Yes you use your scratch login. 
Thats how the website knows what account to put the project on.

If you are trying uploads at school, the network may not allow uploading, or certain kinds of uploading.
