No, unfortunately not. You'd have to upload it somewhere on the Web first. I'd recommend Tinypic for that.

You can't make new threads in FAQ. Between the header and the body of the page, there is a little line, which on the right has links to creating new threads, etc. You can only do this when you're on the index of a single forum.

I think the blue square means that the forum was posted in recently - and I think that the gray square means the opposite.
I could be wrong, I don't know...

Click the Post New Topic button at the top-right of the list of topics. You can't post topics in Announcements or FAQ though.

Hey, this is going to sound like a REALLY stupid question =P but I can't figure out how to make a forum. See, I'm making custom Pokémon (yes, pokémon) sprites and want to "advertise." Making a forum would be nice, especially if there's a notification thing about messages like there is for projects. If there isn't, let me know (sorry for being a noob) because I'm gonna post this an a project of yours just in case. Thanks for taking the time to read this! :D
