You can't create new blocks in Scratch without hacking......or you can use Build Your Own Blocks (BYOB)!
With BYOB, you can't upload your projects to the Scratch Website, but you can still experiment with it and make your own custom blocks!
Yes, if you're interested in making your own blocks, you may want to try out BYOB, as the above users mentioned. Unfortunately, there's no way to upload to the Scratch website with that program.
