Not entirely sure what you mean...

In the future, you might want to make your own topics for your questions - it'll help them get noticed a lot more, and thus you will get an answer more quickly.

If you click on forums, just to the left of where it says Announcements there is a blue box thing, but where it says New scratch members, there isn't.

Oh, that means that there's new posts in that particular forum. You can see the same thing with individual topics. If you go on the forums and leave for a few minutes, then come back, it marks all the topics as having been read and the boxes will go away.

Adding on to what coolstuff said, if you put your cursor over the blue box and leave it for a second, an information bar should show up and tell you that there are new posts. This works with other things as well

Actually, that really depends on what browser you use. Tooltips, what the things that pop up when you hover over something, have a tendency to be somewhat browser-specific; in fact, Safari doesn't seem to like them all that much.
