1) Come up with an idea for a game
2) Work out what each sprite (obect/character/enemy) needs to do in your game.
3) Program the individual sprites.
4) Look for the bugs that are preventing your game from working...

You should take a look at the sample games which come with scratch like Pong, Pacman and FishChomp (that's what I've been doing, it's amazing what you can do with Pong)
