She is level 50. Her name is Penny. If you go to Canalave city, the guy who takes you to Iron Island will take you to Cresant island, where CRESSELIA leaves a feather. Go back to Canalave city, and go in his house. Then, CRESSELIA will be fleeing everywhere. But it's hard to tell if it's CRESSELIA or not, because it's the normal wild Pokemon music. Weird, huh?
