That happened so that spammers and trolls couldn't post as much. They have 1000 second rule for two weeks.

This is not fun.
Also for future reference, the 1000 second rule has changed to 600 seconds. I know this because I've been sitting here, staring at it for the past nine minutes.

You have to be ranked up to "Member" manually - a mod does this once he sees you behave well in the forums and you aren't a troll or something.

Eeek! That's ten minutes! I sure am glad that that rule didn't exist when I was a "new scratcher"
