I am completely at a loss of how you draw anime/manga characters. I really want to learn but I have no idea how. X-( Please help!

I struggled at first, but mostly I'd say you just have to practise .
If you really want to learn, you could try Googleing something like "Manga Tutorials" or "How to draw Manga" which might help though ^^.
Also, this isn't really Scratch related and would probably belong in the Miscellaneous section.

I'll move this to Miscellaneous for you - a lot of people on Scratch are good at drawing manga (not me lol) - maybe they'll help you

AS knibbs said, look online for drawing tutorials. FInd what is most hard for you and work on it.
For me, it was the eyes. Then I learned to draw them, and everything fell into place.
Oh, and BTW: there are many ways to draw Manga/Anime. Just find a style you like or make your own Be creative

Its all in practice.
At first I was a bit bad at drawing anime, but you just have to get used to the style. If you watch japanese kids cartoons and study the way they look, you'll soon get the hang of it. (That's how I learned. See? Watching TV is educational! ) Then all you have to do is PRACTICE. Yo don't need any fancy-schmancy drawing pencils, you just need paper and a regular pencil to get yourself started.

It's easy:
Step1: Make normal drawing
Step2: Add HUGE eyes.
Done.

How do I draw it? Badly. Sorry, but any advice I give would be bad advice.

A good way to learn is to watch/read some manga/anime and get a feel for the style of drawing.

Then how come I have an obsession with pretty much any decent manga I find and I fail at drawing anything apart from...
Dragons (not including feet, and not even in manga style)
Well, shading I guess.

Umm... Does anyone have a recommendation for a good manga I can watch online? I could watch that as my tutorial.

You don't learn to draw by watching, you learn by doing.
