Copying
Have you ever had a project where theres a song, someone downloads the project, and they just use the song and give no credit? Has someone taken a project of yours and gave no credit? How about someone takes it changes the name and calls it theirs?

Yes, this has always been a complex issue. 
But right now, the best solution if a person copies your project without giving credit would be to just ask them politely to do so. If they don't do it, you can flag the project so the Scratch Team would look into the issue.

Stopping remixing has been a 50/50 argument for a while now 
. But in the end, I think it was decided that stopping downloads defeats the point of "Imagine, Program, Share".

I am curious. Are you referring to a song that you composed? If you did not composed the song, what kind of credit do you think you should get? What about the person who composed the song?

You have to give credit to the people who made the song too!
And putting your song in Scratchspace(cyberspace) means it has to come with the Creative Commons License- you have to look at the license that you bought it with.
Because it is on Scratch, everything is shared, so I think even something you payed for goes for CC license. So the people who "stole" "your" song actually "took" "another person's" song from another license.
However, when you compose a song, it's a total different story. Then the people have to give credit truly.

I understand how this must be frustrating but I beleive that there is nothing much anyone can do about it if other people won't co-operate

If it is a song that was composed by someone else, I believe you should ask to give credit to the composer rather than the project owner. That is my opinion.
