You can already use something called alice. It is also a resolved suggestion.

This has been suggested many a time... And I'd be prepared to bet it would never be incorporated simply because it would take too much effort on the Scratch team's part, and would be very difficult to incorporate in a Scratch-like way, or in other words in a way that's easy to understand right from the get-go.

No, I think the suggestion here is to be able to stretch sprites.
But you would not only have to stretch them, but you'd also have to skew them. It would also involve some pretty complex math that probably a lot of us don't know.
