Was the sound working before at some point?
Are you having trouble with both the "Play Sound" block and the "Play Note" block? If it's just the "Play Note" block, you may have your MIDI sound muted or turned down too low.

You mustn't have read. If my headphones were working, so were the speakers.
EDIT: I didn't find midi but whatever was turned down I turned up and worked! Thanks!

Just downloaded Scratch and the sound is not playing.
Sound is turned up on my PC and the speakers are attached and working.
Any suggestions?

SCRATCH's note blocks use the same speaker as MIDIs (usually labeled 'Synth' in the control panel), and muting this speaker goes unnoticed because other music files do not rely in this speaker.
If it's only the note block not playing, chances are this Synth speaker has been muted. In the Control panel, open whatever controls your volume, and check to see if the Synth speaker is on mute or on low volume.

+ your volume on the window that the game is playing on could be off you could fix it in the volume mixer the volume mixer is on yer computer open it by clicking on the speaker on the bottom right edge of the screen but im not sure if all that is the same on a pc, because that was the for a laptop im.
