Email the Scratch Team to disable it
I once heard of a fabled button which could do it for you, but I have never seen it

No, it's 17 minutes, or 1000 seconds, now  smile  For new users, at least. After they've been promoted to member status, it'll be reverted to the usual 60 second rule.
