Hmm... do you just want it to say "obsolete"? In which case, try downloading 1.3, then importing a project with the "ask" features in... that might work.

before 1.4 by using the shift click r method yo can access experimental blocks: see more in the end section of this wiki: http://wiki.scratch.mit.edu/wiki/Shift_Secrets#Shift_click_R_before_1.4

I'm pretty sure you can't open 1.4 projects in 1.3 - and I believe he wants the blocks that were included in previous versions of Scratch but have now been removed; for example, the Stretch block. If you really want to get them, download a project which contains them and use those blocks in your project. I'm sure you could also do a little look into the source code, but that might be a little bit too much work.
