Here are the 5 B's of suggesting.
*Be creative - Come up with interesting, yet fun ideas!
*Be careful - Don't come up with silly or rude suggestions. They don't help at all.
*Be big - Make your suggestions stand out. It's always good for a fantastic suggestion to be noticed. That one doesn't make much sense, but just make it big
*Be serious - The forums are not joke books. You may joke, but make it to do with the discussion at hand.
*Be exciting - Then again, does not make much sense. Just make it so the Scratch Team can't wait to test it out and put alot of exclamation marks

In addition to this, you might want to suggest people view this page on how to make suggestions - it clearly describes how to make a great suggestion for Scratch, and what the Team is looking for.

Good tips! Maybe you should also post this in New Scratch Members as a guide, because I'm sure that would help! One more I might add is be sure that the suggestion hasn't already been suggested, since those threads are almost always closed.
