My friend(who wants to remain anonymous) thinks he has been impersonated! What should he do? Give your opinions and I will let my friend pick the option which he likes best.

That happened to me once, too... Contact scratch team here and they'll do something about it ^^
Shouldn't this be in "All about Scratch"?

they can't learn not to do it unless they know what it's like
That could get you banned...

Happened for me a guy named [removed by Community Moderator] made an account but he saw my project where it says someone impersonated me and turns out he did it on accident so he made a new account.

I think the best way stop it is to ask the person politely that you feel they are copying you, and that it worries you in some way. Normally, a person will be reasonable, and stop it, but if it continues to the point that they are mocking you, it would be best to tell the Scratch Team... Just don't announce it to too many people - that can start fights sometimes (eg "PersonA is copying PersonB!!!" "NOO! PersonB is copying PersonA!")
Although, copying doesn't really worry me - imitation is the sincerest form of flattery, after all And if it's remixes that are bothering you, remember that remixing is one of the main parts of Scratch.
Also, I don't think we should be using this topic to "name names" - it's kind of against the Terms of Use, on the "be respectful" side of things

Hey, if Someone copies(No changes) My Project, is it wrong ? What can I do to teach him a lesson?

If they don't give credit (eg, stopped the "based on _____'s project" from appearing, claiming that they made the whole thing, etc) you could ask the project creator if they'd take it down or give credit in the notes, and if they don't respond, flag the project, and leave a link to the original in your report.
Of course, you might want to double check that they haven't changed anything - perhaps they changed a section of code to make it run faster? Or maybe they recoloured/redrew some sprites to make it their own? Make sure you are certain that there are no changes
