That's probably because the administrators or moderators close them after 2 weeks. It's all just part of some plan to get rid of necroposting and such. I see how it would work in theory, but I'm a bit sketchy on the actual practice.

Would posting on a topic not on the front page but not after page 13 be considered bumping?

If it was closer to 13 than it was to 1 (lets say, page 11), then it might be, but as long as the post is useful/productive in some way, it should be OK to bump the thread.
Also, regarding the closed threads - if you feel that a closed topic is important or relevant right now (eg - you owned a thread about your favourite band that closed because it wasn't posted in, and they have a new song, so you want to use the same topic), you can always report it, to ask us mods to reopen it for you.
These closures have been going on in various forums - Advanced Topics, Announcements, New Scratch Members, All About Scratch, Show and Tell and Miscellaneous (I think that's all the ones that have closures)
