Are you talking about the website, or the program?
If you want to choose a different language for the website, click the "Language" link next to "my stuff" on the main website. As for the Scratch program, you can choose a language by clicking the little globe in the upper left corner.
Or are you having trouble typing Cyrillic characters in Scratch? I have Russian installed on my computer, and I don't seem to have any problems typing Cyrillic, except for the fact that there are no Cyrillic versions of most of the default Scrach fonts, so it replaces them with Arial. In that case you might try looking up a Cyrillic version of the fonts (it is not guaranteed that they are available, though).
