.sb files to .swf files
Is there a way to make (.swf) files with scratch?

Lol, not even. You will need to learn actionscript for that. I doubt that the scratch team will ever offer a conversion program because scratch programs are supposed to be open source.

I know action script but I don't know where to type in the code!
