I got this idea from Wikia.
I've worked on the Scratch Wiki for a long time - but it took a long time to get administrator permissions to change the whole site and make it to what it is now (of course now I'm still moving it to a new website to connect to the Scratch Website).
The administrator was inactive - so for the most part, it was impossible to change things on the wiki that require administrator privileges.
However, on the main community wiki, there was a place where you could adopt inactive wikis. This way, if you want a wiki of your hobby/topic, but there is already a wiki/website for it, but it's no-longer used, thank you can ask the Wikia Team to adopt it. The page is here.
It had the following requirements to adopt a wiki:
-Is the wiki inactive?
--No sustained editing by other users
--Admins have been inactive for 60 days
-Are you eligible to adopt?
--You have not founded, adopted or been given admin access on another wiki in the last 60 days
--You have not been blocked on another Wikia project
-Are you contributing to the wiki's content?
--You have edited on the wiki (the more the better)
--You have created at least one new page (the more the better)
-Are you building the community?
--You make an effort to talk to other users -- you've left friendly and encouraging messages on user talk pages and responded to questions on article talk pages, forums, or blogs.
--You keep the wiki looking well-tended and up to date -- update news sections, add new pictures and videos related to the topic, etc.
So I thought about Scratch's galleries. There are so many of them - but often, you may want a gallery with a specific name, but it already exists - and it's not being used, and the user is inactive!
Thus, I have an idea, to have a section of the Scratch Website (or a stickied thread on the Scratch forums), where users can adopt galleries! Of course, we could change the wiki adoption rules a bit:
-Is the gallery inactive?
--No added projects or projects in 60 days
--Creator has been inactive for 60 days (?)
-Are you eligible to adopt?
--You have not founded, adopted or been given admin access on another gallery in the last 60 days (?)
--You have not been blocked on Scratch, or have caused much trouble to the community.
-Are you building the community?
--You make an effort to talk ask the creator about adopting the gallery.
So basically, first, a user would probably comment on one of the creator's projects, asking if they can adopt the gallery.
If the author responds and says yes, than the gallery can simply be deleted by the creator and everybody can live happily ever after.
If the author responds and says no, than the user is out of luck.
If the author doesn't respond, than they contact the Scratch Team via a forum thread or part of the website or whatever, and ask for adoption.
The Scratch Team would then make sure that the user has passed the requirements. If so, they would private message the creator asking for permission to do it, or if the user wants to keep the gallery.
If the creator replies and says yes, than the gallery can be adopted.
If the creator replies and says no, than the user is out of luck.
If the creator doesn't reply, than the gallery will be adopted, and the user will be happy!

Nice idea! Just one tiny thing... if the Scratch Team sends a private message to the user, would they have to use the Contact Us link to reply back, or would there be a different way?

That is a good question - it might be like curatorship. When they asked me to me a curator, they asked me to e-mail them. It could be like that.

Interesting idea...
Seems like it would be easier to just re-create the gallery you wanted to take over by adding the same projects to it, unless it was a gigantic mega gallery...

Re-adding the projects might be impractical. But even for requests for adopting the gallery and not needing the current projects in it, adoption is still necessary, whether it's going to have a different owner, or the gallery will be deleted by the Scratch Team and them re-oped with the new owner.

Although it does seem a bit complicated still, it's an interesting idea to treat gallery permissions like wiki's. Yes, there are way too many abandoned galleries with good names, something like this would help.
Still, I think we need to rethink ALL of the promotion, categorization, and team tools in scratch to make them more community controlled. I think http://delicious.com is an example of this done better. (BTW, I responded to your concerns on my attempt to do this.)
