I use ubuntu 10.04 linux lucid lynx
2. You should'nt be able to start Scratch from the command line just by typing scratch.
i use the file scratch_1.4.0.1-0ubuntu5_i386.deb
and i force with dpkg
sudo dpkg -i --force-architecture ./scratch_1.4.0.1-0ubuntu5_i386.deb

I'm not sure at all but if you have the scratch.image file and a working Squeak VM on your Linux box, shouldn't you be able to just load the image? Anyway, what happens when you run dpkg?

if i run in squeak i load image and i have the capture in this link

Ah - someone from the community has reported that the commands to force installation on 64 bit systems on our linux install page was incorrect. It has now been fixed. Try this:
sudo dpkg --force-architecture -i ./scratch_1.4.0.1-0ubuntuX_i386.deb
(order of params changed)
