NOO!
I'm in safe mode right now, desperately running AVG antivirus
If your PC ever starts to throw up things like this:
You're in baaaaad trouble ><
I can't ever run any programs from normal Windows; no task manager, no AVG, it disconnects you from the internet...
And the worst is; I have no clue how it got in...

Try installing Linux, that helps. Linux gets NEVER viruses!
On the downside, you still can't run any heavyweight Windows programs - you can run some via WINE though.
That happened to me once - my monitor stopped displaying what was happening. We had to restart it in safe mode, take out the virus, then it was fixed!

D8 Hold on, JSO!

It says there is no infection Ö
And there has been a report of this thing on the AVG team on May 5!!!

Let's do it the manual way then ><

Try following the instructions here http://www.2-spyware.com/remove-antivirus-soft.html Also try the tips in the comments and the manual removal.
Oh course, the easiest fix would be to do a system restore if you have a saved state to restore to.

I did the manual remove because both AVG and MalwareBytes Anti-Malware failed. It works now.
phhh - that was really a nasty one... It disabled exe checking in Internet Explorer for example, so that EXE's could be run from websites without any problem or warning.
And it set proxy settings in IE so that only the Purchase page of that nasty tool and an error could be visited. Luckily I had FireFox installed.
That browser has some serious security problems - even version 8.
I used a similar manual as you gave me archmage, but thanks a lot anyway
It's cool you even looked it up and everything xD
But watch out everyone; this is a fairly new and dangerous virus and uses new exploits; I got infected while I am a cautious PC user and my Anti-Virus is always running.
I only turned off User Account Control but that wouldn't have helped me much anyway.

No viruses.
No viruses, no nothing.
I'd rather have a vulnerable PC that can run half my stuff than a Mac that is safe from EVERYTHING.
-just my opinion,

yeah. some- correction- much reliable software can't run on a mac. If you need your apple, get a half-and-half.

Ö Whoa. Well, all you need is a Mac running VirtualBox with the (suckish) Windows OS on it. ☆☆☆☆✩ 4 1/2 stars for Mac! (the half removed is that it won't run most games. XD)
