Sometimes I want to flag comments not because they're inappropriate, but because they're disrespectful, spam, and so on. The button name says "flag as inappropriate", so I only flag comments if that's what they are - but that leaves disrespectful comments and such untouched.
I suggest that either the button is renamed to "flag", or that there will be more buttons with specific names.

Cool idea. But if there were more than one flag buttons, the flag buttons were bigger than he comment.

Anyway, maybe it should be renamed "complain about this comment/project" - some people might not associate the word "flag" on its own with saying that something is making them feel uncomfortable...
And I've noticed people asking others "Why don't you just flag the comment?"... to this, they reply things like:
"It wasn't swearing or anything..."
I think, along with a rename, there should be some clearer guidelines as to what is and isn't appropriate - some people don't report mean or disrespectful comments, because they think that innappropriate always means bad language... but it can mean lots of things - spam, bullying, using projects as a chatroom... et cetera, et cetera

Maybe it should just say "Flag." It's simple and gets the message across.
(Although it might lead to some confusion as to what the button is for...)
Or maybe by "inappropriate" they mean to include spam, disrespect, etc. because it's inappropriate behaviour... That's what my dad always tells me when I'm mean to others, which is disrespect. Not that I'm mean.

reply - flag as spam - flag as inappropriate - x
since inappropriate comments include disrespectful comments, plagiarism, ect.

I like the idea of changing it to "Flag" or maybe "Flag as...", which would reveal a dropdown that lets you choose a broad reason to flag the comment. This should include an option for "other" that lets you specify a reason. I just flagged a comment by my alternate account and I was surprised that it didn't ask me to specify anything.

I like this idea. It would make it clear that there are many things that a project or comment can be flagged for, but it would avoid confusion by showing what the purpose is. I think a button that just says "Flag" might confuse some people, because there are other uses for the word. (Example: In e-mail, where flagging a message makes it so you can easily find it again.)

But people may misunderstand 'flag' as a noun... just like I didn't know what 'x' is at first.

Report would work; there's pretty much no question about its meaning. Plus, it would match with the forums.

It covers everything from spam - offensive comments/projects etc: without as much confusion as just "Flag" while removing the problems Chrischb described.

I personally think "flag as inappropriate" fits the job criteria quite well. We wouldn't want "flag" by itself, because to some non-tech-savvy users, it might be a bit confusing. And overall, it just depends on how you interpret "inappropriate". It can either mean material not suitable for all ages as the general definition is, or other things such as disrespect, and more.
Reading through the thread more, I see that some people suggest that there should be a drop-down for various options such as inappropriate, spam, disrespectful, etc. I think this would be the best option. This would partly solve the small issue that when you flag a comment, you can't mention why you think it's inappropriate. This would help clarify to a small extent.
I also see the idea on this thread of just having "Report" similar to on the forums - that's also a good idea, but I think the previous idea is better. After all, in general context not on the Scratch Website, I might "report" to a friend that I saw a cool "x" (maybe Halloween costume around this time? ).
In addition, "Complain about this comment" seems a bit unprofessional and naggy in my opinion
