I have Scratch downloaded on my other computer, one without internet, and i want to continue uploading projects. But i can't download scratch on this computer, so I was wondering if there is a different way to upload projects.
Please help!

There are no ways to upload projects without Scratch and an internet connection present. You could always put Scratch on a thumb drive and then run it off of there and share it on a computer with an internet connection, though.
