This idea comprived from MyRedNeptune's TSGU -- The Sprite Galleries Union. Now, there's TSnGU, the Sound Galleries Union. FunkyMonkey said a few weeks, maybe a few months ago that a Sound Galleries Union would be great.
Basically, people request for sounds in a gallery which any member of Scratch can create, then the person browses the web or makes their own sound.
