Anything with 3D rotation would be good.  You could use the sprites from here:

im making an rts. can i have a little help?

i need-a artist
         -a programmer
         -a couple advisers
i also need help with the setting. Sci-fi? Fantasy? Maybe historic? Should it be on another world? please respond
