Simple. Create a document with mult. layers (each layer being a frame of the animation), then choose "Save for Web" and check the "animate" box.

Re: Onion Skins.

This thread is getting off-topic- if you want to talk about image editing, why not do it in the Miscellaneous forum?

Re: Onion Skins.

I'd like to have this feature in the paint editor sometime actually.

Here's a concept image:

Re: Onion Skins.

Cool mockup!
I can see that onion skinning would be helpful when making animations. Let's try to think this through a bit...

So, how exactly would it work in the current version of Scratch? Would the previous costumes appear below the current one being edited? All of them, or just some? If some, how do you specify which ones?

Littletonkslover - if you feel strongly about this, spend some time working on a mockup, and thinking through the important design questions that come up in the process. (Good designs is harder and takes more time than most people think!) Read the sticky about making suggestions for Scratch, and try making a mockup Scratch project to demo the idea.

Re: Onion Skins.

You'd have to tell it which frame to onion skin though, because you wouldn't want the wrong frame appearing would you?

(I made this before I saw that mockup)
I like the mockup.

Um...I'll try. I've never made a mockup, but I could get someone to help. So, just an edited image showing how it'd look?
