GIMP TV Noise Tutorial

Before:

After:

Breakdown:
1. Find a blank TV screen image.
2. Go into Gimp.
3. Select a large area(any tool)
4. Filters>Noise>RGB Noise
5. Click OK in the box
6. Continue process
7. For tiny spaces, use the free-form select tool.
8. If you accidentally go over the edge, use the select tool to select the color of the edge and use the spray-brush to clean it up.

It might be a little more convincing if the noise was grayscale and slightly larger scaled - get what I mean by that?
