You have to have a sprite first (it can be a dot or something), then you have to import a GIF as a costume. Then delete the dot-or-something costume, put in some scripts, and voila! You have a GIF in a Scratch project!

Yes, but by making it switch to the next costume every few tenths of a second, it can give the illusion of moving if it's an animation.
If you want to change its x and y coordinates, just use the motion blocks to make it move.
